Local SEO in this city is a fight over three slots on a map, and the thing most people get wrong is which asset they are ranking. It is not the website. It is the Google Business Profile. The site exists to make the profile believable — to give Google somewhere to check that the categories are real and the coverage claims are true.
St. Catharines is roughly fourteen kilometres across and the Welland Canal runs down the middle of it. That single fact does more damage to local search plans here than anything a competitor does, because a business on the west side and a business in Merritton are close on paper and far apart at four in the afternoon with a bridge up.

Then there is the Brock University effect, which nobody plans for. Thousands of rental units mean a layer of landlords and property managers buying on volume rather than on urgency. That buyer searches differently — comparatively, across several tabs, days before they commit — and a profile with three photographs and no answered reviews loses them silently.
Being at zero coverage is not unusual and it is not permanent. Most local businesses here have never had anyone deliberately work the profile, which means the ordinary work is still available: correct primary category, service areas set to real drive times, photographs that show the actual work, and a habit of replying to reviews.
What the work looks like month to month
The first pass is measurement, and it happens before anything is changed. A grid of test points across the city, the same points every time, reported as the percentage of them where the business sits in the top three. Average position is a vanity number that moves when nothing real has happened, so it is not what I report.
After that it is unglamorous: fix the profile, fix the categories, get the service areas honest, get the site saying the same things in the same words, then build the handful of local trust signals that a small operator can genuinely sustain. Chamber membership, a sponsorship, the directories that actually get checked.
Expect movement over three to six months rather than three weeks, and expect the first movement to show up as coverage widening around your own address rather than as a jump on one keyword. That is what real progress looks like on a grid, and it is why the grid exists.
